PSHA Response Letter

Talking Points for Members and Parents

Eligibility for Infant/Toddler and Preschool Early Intervention

Proposed Policy Change

Early Intervention

Posted 9/28/2012

Several weeks ago, we sent an email blast asking for your feedback on the proposed changes to early intervention.  Once again, your response was amazing!  We received many responses asking us to formally comment on the proposed changes.  In addition, you all provided significant insight on a personal level and many of you agreed to serve on the task force we developed.

Click here to find the letter that PSHA is sent to OCDEL to formally comment on the proposed changes.  The letter was developed through collaboration with the PSHA Executive Board and task force members who volunteered to work on this issue.   Click here for a flyer that was created to distribute to your colleagues and other members of the community.

Even though PSHA will be submitting a letter, it is important for you to continue to be proactive by writing your own individual letters to OCDEL to let them know your position on the proposed changes.  Your letters must be received by OCDEL by October 8, 2012. They should be addressed to:

Ms. Kim Koteles
Office of Child Development and Early Learning
Bureau of Early Intervention Services
333 Market Street, 6th Floor
Harrisburg, PA 17126-0333
kkoteles@pa.gov

Oral testimony will be heard on October 4, 2012 from 12:15 p.m. to 1:15 p.m.  Testimony can be given from the three PaTTAN downlink locations. PaTTAN Harrisburg, 6340 Flank Drive, Suite 600, Harrisburg, PA 17112; PaTTAN King of Prussia, 200 Anderson Road, King of Prussia, PA 19406; and PaTTAN Pittsburgh, 3190 William Pitt Way, Pittsburgh, PA 15238.

Valery Yura, PSHA Vice President of Speech-Language Pathology, will be providing testimony on behalf of PSHA.  Again we ask that you also contact OCDEL to schedule in-person testimony, if your schedule allows. To schedule your testimony, please contact Ms. Koteles at 717-214-4129.

This has been a collaborate effort and we want to thank several people.  First, I would like to thank Val Yura for her dedication and leadership on this issue.  Second, we would like to thank the task force members who contributed their time, knowledge, and passion:

PSHA Board Members: Val Yura, Kathy Miller, Mary Weidner

EI Task Force: Beth Alper, Hannah Bell, Karen Schillinger, Kim McGinley, Christine Cooper, Patricia Salisbury, Nancy Hager, Christopher Massella, Sharon Richards, Patty Miller, Patricia Leigh, Lisa Harvey, Megan Lesko, Joan Luckhurst, & Holly Gardiner .

We would also like to thank Lauren Higgins, a freelance writer, for helping to develop the flyer.

We will continue to keep you updated.

Thank you again!

Craig Coleman, PSHA President (on behalf of the PSHA Executive Board)

Proposed Changes to Early Intervention Services.

Please see the following documents for your review. As you read over them, please keep the following questions in mind and send your responses to me at cecoleman.slp@gmail.com:

  1. What is your position on the proposed changes?
  2. Are you planning to comment on the proposed changes?
  3. Would you like PSHA to comment on the proposed changes?
  4. This may be an excellent time to re-start the E.I. Task force. Would you like to be a part of that?
